A tip for Desert Power/I don't like Sand : form Mamluks for Hydraulic Rights privilege from Mamluk mission (this should also give you a tier 2 gov reform for more dev cost (Diwan al-Hass) than you can form Persia for 20% dev cost from age abillity + National idea + local organization, etc

I also just did these achievements and I have to say it was fun what I did was get aristocratic ideas which has 5% dev discount while a tribe and then become a theocracy to get 5 from reform 8 and 5% for the divine ideas and really stack that dev discount

Allying the Ottomans is always a death sentence for them in my experience. I had a Prussia game where I allied them and they were doing fine. Then I wanted to use them against Russia and couldn't because they were inexplicably 3000 ducats in debt. Then they fought against me in the League War, on the side of their own rival. AI Saxony repeatedly beat them on the field, and ultimately they never recovered. EU4 is a great game, but sometimes it really feels like it's working against you.
