I'm a Talon main and I made a crit Talon build that has around 74% Armor PEN for all the times I first-pick Talon and the enemy team picks a team full of tanks and bruisers
It uses
Eclipse for the armor PEN mythic bonus
Youmuu's for movement speed
Black Cleaver for 30% Armor Reduction
The Collector for the execute, extra gold, and 20% crit chance
Lord Dominik's Regards for the extra damage against tanks/bruisers, another 30% Armor PEN, and the 20% crit chance (most Talon builds use Serylda's Grudge for Armor PEN but the item passive is inferior compared to Lord Dominik's imo)
and finally the Infinity Edge to maximize the melee Q damage and give the enemy pain for picking such a melee oriented comp

Garen crit has always been a thing, just wait for him to get out of silver and meet real bursters

Garen crit is a correct response to Vayne, you can't tank her, so you have to kill her faster than she kills you.
Garen's E, is probably top 5 abilities regarding damage output (especially if you can get all ennemies on the spin).
Garen's weakness is not being able to get to melee range in time to deal his damages, but once at melee range, he has a strong damage output + some utility with the armor shred and silence. he can also pick off one guy with ult so he can get some shutdown money, that is, regardless of his performance, ult is flat true damage, no matter what you build, no matter how far behind you could be in the game. and with your spin you can clear waves in 2-3 secs, so you can always afk farm/push on a side lane and come pick off a low health guy in a team fight to get back in the game even if you lost your lane.
