Tacitus has words of admiration towards them. They were barbarians but not savages. And I personally Like this part in which he describes their families " every home the children go naked and dirty, and develop that strength of limb and tall stature which excite our admiration. Every mother feeds her child at the breast and does not depute the task to maids or nurses. The young master is not distinguished from the slave by any pampering in his upbringing. They live together among the same flocks and on the same earthen floor, until maturity sets apart the free and the spirit of velour claims them as her own. The young men are slow to mate, and thus they reach manhood with vigour unimpaired. The girls, too, are not hurried into marriage"

In Sweden and many parts of Scandinavia, it was already illegal for a free man to openly carry arms. Men would all store their weapons in a communal armory.(I believe this was actually documented by a Roman historian who traveled as far as Norway)Where in Germania this was not the case, any man could carry his weapons. The Germanic people where certainly the most warlike of the northern people as they were considered warlike by even the Celts....who were known for being warlike 😆 .

He more than likely hated them, but respected that they could fend for themselves against the mightiest empire of the time.
This is actually common, where opposing leaders respect each other's strategy and power.

Caesar also was one of the first romans to distinguish between the Gauls and the Germanics. Strabo couldn't tell the difference. He recognised that Gauls had a well organized religion, while the germaics didn't...

They said the same of Britain and the "celts". Couldn't be further from the truth in both Germany and of the celts. Both had complex systems of power and ruling and coins etc etc, before the "civilisation" of the western European territories by invading Romans.
