There are two types of tariffs. A tariff tax that other countries pay and the tariffs we have our business pay and the cost is given to the customer. These are the ones that we give to businesses that take jobs from us citizens and have to pay the penalties. I believe the US pays the most, but charges less to other countries.
Trump basically is asking everyone other than the US that forks out the majority cost to have other countries make sense.
