Not sure if it’s needed but I’ll do it anyway. Context time (With spoilers): Agent Coc-I mean Kohn there is ATF (Alcohol, Tobacco, and Firearms for those unaware) and a couple episodes before this, he claimed that he was there for the Sons. He starts his investigation which leads to Nevada at one point (Only saying this because I think Charming is in California) and he takes pictures of Jax with another lady to give to Tara to dissuade her away from him. Jax spots Kohn there when he’s talking with Tara and she reveals that she had a restraining order on him. Then this scene occurs. Before this happens, June Stahl, another ATF agent brought to Charming, helped Deputy Chief Hale investigate SAMCRO with little luck but also discovered that Kohn was supposed to be on vacation. In the same episode I believe, Kohn breaks into Jax’s home and messes up his infant son’s future room partly by way of pissing on the floor which I don’t think I want to know why he thought that was necessary. While Kohn is getting a shave, Jax shows up and throws him through a window. Hale and Stahl warn Kohn to leave Charming because he violated a restraining order which he almost didn’t get from Tara because she struggled so much to get it in the first place. A few episodes later, he tries to force himself onto Tara until Jax shows up and erases him from existence.
