Is it possible to programatically translate webform?

I enabled config translations module and i.e. "Default form close message" with value "Sorry… This form is closed to new submissions." is translated to German as "Dieses Formular ist leider für neue Eingaben geschlossen.". However, on /de/admin/webform/config I still see English text. And if I change it there, for German it also changes for English (text is not saved separately for each language, but only one shared value is saved?! What I'm doing wrong here?
