The "Austrians hate Germany" thing is a running gag (at least that has always been my experience). That's why people keep grinning/laughing after saying it and can't name a reason why they hate it except for "Austria's better". It stems from Austria being compared to Germany a lot and since we are similar to Southern Germany, we usually say "Austria is better than Germany, but some parts of Germany are alright I guess". I don't think I have ever met an Austrian who actually hates Germany.
