Surprised that Luxembourg didn’t make the list. Liberia at least lived in relative safety in the game and has the option of naval invasions.

On the plus side, none of Liberia's neighbours have a focus where they can annex you. The Soviets will press Tannu Tuva for integration while Obedience Manchukuo can eat Mengkukuo without them having a say in it.

I feel like Tannu Tuva should be number one, since you only have two neighbours, both of whom are way stronger than you and are allied, and the soviet union is almost guaranteed to annex you.

I have played vanilla as Liberia, where i occupied west and central africa. Its all about occupying as much land as possible, while never attacking, if you can.

My favourite game actually is playing as Mengkukuo.

One game dragged really long with Japan controlling most of China, but not able to fully capitulate them.
Germany collapses.
Allies are pushing through Japanese-occupied Raj to unite with China.
Soviets declare on Japan.
I playd as Mengkukuo.

Ever since Allies went to war with Japan, I had been licence-producing naval bombers from them.
Sent them to sink convoys south of Siam.
They operate without interruption for years, the AI just doesn't put a single fighter there.
Sink thousands of ships carryung troops.
Of every Allied major, their casualties are counted in millions.
Top 2-3 country to which forces are lost to: Mengkukuo.
As Soviets attacks, I am actually sneakily able to capitulate Mongolia.
My leader, descendant of Ghengis Khan, filled his dream of being in charge of Mongolia.
Only for a month though, then the Soviets pushed us back.
Then they capitulated me.
But I had shown everyone even God-Kings will bleed.

The worst nation is menkgukuo for a simple reason, and that is that the quick strategy to any rise in power is blocked for them (research paratroopers, justify on the duch east indies, join the axis, invade netherland with paratroopers, puppet the duch east indies, standing ovation you know have tons of manpower)
The main problem is that the time you make a civil conflict to break free, then another to be brown again, netherland should be in the allies, let alone the fact you are landlocked so you can't send your paras to germany because you can't produce convoys
