The lips, realistically, can exceed that line depending on different people you're drawing! My face definitely doesn't line up with a guideline like this because my lips are naturally big so exceeding that line won't break the realism or anything like that.

a side note is that, whenever drawimg necks, do not draw so straight like ruler. draw it slightly slanted, the neck follows the spine in a natural way. drawing it so straight-ly makes it look stiff, so draw it slightly slanted, it makes your character look much more relaxed👌👌
