The taller buildings are very difficult because the elevators aren't working and everything has to be hauled up the stairs - sometimes that even means water. Imagine a mother with children or older people with mobility issues. Just really rough. Handheld battery generators, water, small gas burners, diapers, blankets, candles (battery and traditional), canned foods, flashlights with batteries, etc.

In a war situation any tactic can be used to inflict pain and destruction on the opposing side. This is war ladies and gentlemen, which is about death and destruction. America carpet bombed Iraq civilians, and more than one million people died. Killing Sadam Hussain and Maumar Kadafi in cold blood by America was disgusting. During the Vietnam War the Viet Cong hid in the thick of the tropical forest, from which they launched their surprise attacks according to Ho Chi Minh's guerrilla tactics. The Americans, afflicted by the continuous dripping of losses, then used Agent Orange, a powerful defoliant, as a weapon of war to completely dry out the vegetation of the forest and thus remove the enemy's hiding places, but thus depriving the civilian population, which often also saw agricultural crops affected. The consequences are still being seen today, with a much higher than average number of cancers among Vietnamese farmers who currently live in the areas that were most affected by Agent Orange. But, of course, using a defoliant that causes cancer isn't a war crime, while exploiting the weather factor of winter is, is it? It is tragically amusing to see how NATO decides, obviously in its favor, what is a war crime and what is not. Russia defeated Napoleon's army and the Axis powers thanks to the winter, but I don't remember reading in history books that it was a Russian war crime to have used the cold to defeat the enemy.
