Hover function is limited to the newer ipad 2022 and not for ipad 2021 model?

Because when they will bring the Camera to landscape it can not be magnatically charged so you cannot have apple pencil 2 charging or then what will pro even mean but if they add the magmatic charging of apple pencil 2 and landscape camera it will be much bulkier and fat and so ipad pro will also use apple pencil 1
