I personally have mixed feelings about this one. I’ve never actually finished watching it, but I have seen about half of it. Miyako comes off as creepy because she’s also a shut-in that has trouble with socializing. She is obsessed with cosplay and loves cute things. She sees Hana and just wants to get her to cosplay, but her social problems make her come off as creepy. She is honestly quite harmless.

The funny thing is, a lot of people are saying she should go to jail, but it doesn't seem like she's doing it for a sexual reason. It seems like she just thinks that the girl is cute in a non-sexual way and wants to dress her up. Westerners tend to oversexualize anime too much.
