What if you have the same number like two number 9s in the same group for example having 7, 9, 9

So... if you had, say, 50 pieces of data in your set, if balance is as you say is that the sizes of the three groups don't differ by more than 1, that'd mean we'd do something like 17 in group 1, 16 in group 2, 17 in group 3?
