Just wow. I was a little bit surprised by this one when DE first showed it in the Dev workshop. I don't know if this was specifically created for Eidolon content, but it definitely fits right in with the meta.
First things first. The augment has a hard cap *mod additive* buff of 350% Critical Chance. The amount of CC you get scales with the distance you teleport using Breach Surge. You cannot teleport to other Wisp's motes, and you cannot use an infused Breach Surge to teleport to a mote with another frame. Got that?
Okay, so next thing. The augment scales with both Strength and Duration. STR determines how much CC you get for each meter you TP. More STR = less distance needed to hit that 350% cap. You start with 10% per meter, and it scales linearly. This is good because a standard Wisp build usually has at least 250% STR, meaning you get at least 25% per meter. So at most, you need to teleport 14m to get max buff. This is literally one bullet jump, so we can safely assume you will always have max buff from the Augment.
DUR determines how long the ability lasts, obviously. This is important, because the buff has a very low base duration of 9s. You can either increase this enough to comfortably do a 1 Limb rotation, or max it out for a 2 Limb rotation. Both builds are shown in the video. The 1 Limb rotation can easily cast after a limb breaks, however, the 2 Limb rotation needs to cast after the energy spike and is harder to setup.
Wisp now brings many perks to the table. She completely removes the need for Point Strike in a build with this augment. It is so strong, you don't even need CC on your riven statline either. She also provides a solid fire rate buff with her Haste Motes, while also boosting movement speed that carries to AW. She also replaces Vitality with her Health Mote, freeing up a Warframe Slot. The time is now for Wisp to debut as another meta DPS option.
