Should Transaction be across multiple table be maintained at Database level or Data Access Layer like Entity Framework ?

You just demonstrated that there ARE actually nested transactions. The 2 inner transactions were rolled back. If there were NOT rolled back then you could say there are no nested transactions. I don't get it why you say there are not. I guess the part that needs clarification is what actually "nested" means. :o)
