TheUberTeam TR - if you can't select a package that means that you need to get a trial. If you have a trial that means that you have hit your allotted trial packages. You can start a trial by clicking in the upgrade link at the bottom of the console.

Nothing helped me on the laptop, neither the offline installer nor reinstalling Windows, which led me to the solution:
I removed the Geforce graphics driver via Device Manager (completely delete the driver from the disk? YES) and let Windows find its driver there.
And here it goes, no 1603 error during java installing! :)

I hope it helps you.

Thanks, finally got Java 64 bit installed.  Why did it take PDQ Deploy to do something Oracle couldn't fix?  The more I think about it the more it ticks me off.  Java's website says they don't know what causes the 1603 and it's under investigation; meanwhile this fixed it.  Must be because it "hacks the registry".  :D  Thanks again.

There are many cases where AV systems will block java.  For example, McAfee VirusScan Enterprise has a feature called access protection where the browser helper object and shell extensions can be blocked / install prevented.  When it does block, it causes the generic MSI 1603 error.  You would need to check AV logs.  In these cases, PDQ is no help.  That said though, PDQ is a pretty slick

The solution to java 1603 error are the steps described by @Alpesh D in comments below.
If this didn't help then try to uninstall first all java versions and restart computer before install.
If previous steps didn't help then close/pause all your antivirus software and Firewall, Windows Firewall too.
My problem was in Kaspersky Internet Security, someone's problem was in McAfee.

Why not start with the alternate Java install which seems to do a more thorough clean up? (apologies if this is explained I only watched half the video)

I fixed this error by deleting the file baseimagefam8 which was located
inside the folder C:\Documents and Settings\All Users\Application

Then I restarted the installer and voila problem solved.

I downloaded this program but I cannot use it.  It's the free "trial" version but all of the controls are locked.  What is the point of a trial version that I cannot try?

Solution that worked for me for version 8: use the offline version, you have to disable the NIC card or unplug the Ethernet cable, disable wifi if using wifi. This is a pain if you have a server that you can't take offline, it's a pain.

Omg, i FIXED IT OMG I FREAKING FIXED IT MAHSELF PRO PC JK NUB PC RIGHT HERE
How i did it: i deleted EVERY single java file i had by...
(C:\Program Files And find the "Java" file and shift delete it
And also go to (C:\Program Files x86 Now find "Java" and shift delete it then you can install java again. This is how i fixed mine, i didn't have EVERY java file deleted, now i do AND IT FREAKING WORKED YAY, btw this might not be the fix for your problem.
