Your local news stations have access to material sent down from their national affiliate. They come with scripts, video and audio pre-packaged to drag and drop into your newscast. The local station probably won't re-write any of it for their anchors to read. I expect that's how that clip was able to be compiled, and could probably be done every day if someone was dedicated enough to do so.
