The priest is priest, he lives for God who rules by the love for one another that comes out of us, because that is how he dealt with us and for us. Compassion.
Easier said than done, instead of blaming a priest for being a true priest, the state should put some money and pay patrol officers who are not priests. Let the priest be a true priest (we need good examples and good teaching now even more than ever) and put a guard to be a true guard, as for paying their wages and addressing the situation by what measures might be necessary.
