And from what I hear, the 1 child policy is still so ingrained in the culture that it still weighs heavily on how much parents care for their children. Grandparents even more so. Girls are frowned upon, being from the mother's side is frowned upon. The opposite is true for boys and sons. They're gonna have a really tough time shaking those bad cultural attitudes out of the population.

In my childhood i always heard about how overpopulation is bad and scenes from india and china were shown of narrow slums, poor sanitation and poverty.
