When people cannot argue against fact, a favorite ploy is to attack other people - or another person, who are or who is, involved in the target situation:. "The best defense is a good offense."
The "attacker" hopes to change the subject by drawing listeners' attention away from the primary issue, and focus that attention on the person who's character is being maligned or attacked.
That's what the "blowhards" ( excuse me but the picture of whales blowing water up in the air out of their spouts fits....) Are doing.
