Yes like you said, the hold is to drain water out if the bag gets wet in heavy rain or something spills inside. For most people it may not seem useful but Imaging having the carry all that extra water weight filling up the bag in a jungle or somewhere if you ever get caught in heavy rain. I've seen the same drain holes in other bags too like SOG.

Would the drinking bladder compartment fit a 14'' laptop and is there enough padding for it to be comfortably carried?
