This narrator has no idea ... too busy anthropomorphising for social media consumption.

The fish was not swimming around in circles due to happiness. It was doing this because it had been out of the water for too long, thus suffered oxygen starvation - probably permanent CNS damage.

Sea creatures are "programmed" to pick up on motions of sick creatures, e.g. the ones swimming in circles, splashing on the surface, etc, and thus the seal arrived for quick snack.
