Like, why Belarus isn't neutral while Ukraine is from 1991-2014. They both were a part of an alliance made by Russia. Ukraine untill 2014, while Belarus still in the alliance.

Why Serbia is neutral for some reason even though Kosovo conflict exists and they have been quite an active power in terms of diplomacy. (But if u include Yugoslavia in time when it have consisted of Serbia and Montenegro it would make even a bigger difference)

Austria and the Swiss are neutral but for some reason Finland and Sweden have stopped, when they have started to try join NATO, even though they are both in EU.

Moldova have been in an active conflict with Transnistria for quite a long time and still it is neutral.

And I am not talking other countries. Overall a lot of strange decisions on is a certain country neutral or not
