Starting to sound like the City has neglected our infrastructure for at least a decade; this issue is on Nenshi, too. Council needs to get _back to basics_ for running a city; no more public art, no more surprise $5M rebranding.

P.S. The restrictions are ridiculous. Has the City shared a single engineering report with flow calculations, sealed by a Professional Engineer??
