Yes, it's water, but it's actually water with paper pulp. That's the white stuff you see. Wet paper pulp is also used for storage of coal. The paper pulp retains moisture. So the paper pulp reduces the toxic dust and soot. I've learned a lot about it as a landscaper on industrial sites.

We don’t do this in Australia, however our goal generally has lower ash content, so it’s basically less porous and holds together better. Our goal is generally more close to a carbon pencil (ex Aussie coal miner)
