How to change Texture Quality Setting in Cyberpunk 2077 on PC

This is how you change the texture quality setting (low, medium, high) in Cyberpunk 2077. I made this video because I couldn't figure it out, but I was sure I had seen the option in the graphics settings at some point.

holy shit no mods mentioned you have to be in the main menu, I thought texture setting was LOD too so im double stupid but still lol.

I don't fucking have advanced graphics settings it just says basic. There's no answer anywhere online.
