Test VDP TMS9129NL with Arduino

I wanted to test a Video Display Processor (VDP) chip from an old Philips MSX VG-8010 computer I want to repair. The problem seen is a black screen and it seem it does not boot. This VDP is a TMS9129NL (PAL) and seems to work. So the VDP is not the cause for the black screen apparently.
