Under the Whistleblower Protection Act, a federal employee has many avenues and options to blow the whistle. The employee can blow the whistle of the agency at which he or she works. He can go to the US Congress. He can go to an Office of Inspector General, the Office of Special Counsel and he can go to the media, but if the employee is blowing the whistle using classified information, it's important to seek advice to ensure that the information is being disclosed in accordance with executive orders that control classified information.
