She's talking fast and has a lot of energy because she quit smoking. When you are high all the time, you think slow, speak slow, and act slow. When your body eventually expells all the lingering THC thats in it, being sober feels almost like being on coke or adderall because you have so much more energy, drive and motivation than you're used to. It's almost a high in itself
