I also got a Top Op after coming back after a few months of inactivity, could just be a coincidence but there is also the chance that there's a boosted rate to get it so that returning players get hooked again.

if i recall correctly december last year when i came back to ak i think i got 3 top op tags during the month, so the increased chance might be a thing

Q = how to get the returning mission?
A = you will get it after you didn't login for 60 days, but you must lv 8 or higher, clear 1-10 and complete all beginner mission

Q = why I didn't get the returning mission even after I didn't return for 2 months?
A = Returning mission is just available when Ling banner came at that time, so you can't get this returning mission before that

Q = how long the duration for returning mission?
A = you have 14 days to clear all long term mission, also better if you clear the daily mission too

Q = does this will boost Top operator rate up?
A = about this, I don’t know. since most comment say it’s not real for who also return for a year. but to telling you that this might be real AFTER this returning mission since I also holding my friend account and I’m holding his top op tag right now.

Q = can we get the returning mission again for the 2nd time?
A = it should be. I also trying to get it later

Damn I didn’t play the game for two years (I quit when I couldn’t get Nian, the first limited op ever) came back when Ling dropped and I did not get any returning anything

It's a decent enough return reward, all things considered. It's enough LMD, chips and red certs to get a 6* most of the way to E2L50 and enough blue skillbooks to take said 6* to Mastery 3 in a skill. You still have to farm materials, of course, but there's a reasonable amount there to begin with for most characters. It's not worth going on break for, though, since you can earn this much in less than 2 weeks depending on how you spend your stamina and which events are running.
