This was intentional since Konami wanted Blue-Eyes White Dragon to retain its status as the game's strongest Normal Monster. They want to keep it's lore as accurate as possible.

I think the flavor text of dark magician might mean its large pool of spells and traps that can trip opponents, like spell binding circle, magical hats, thousand knives, magic cylinder, the list goes on.

i think the real salt in dark magicians wound isn't that cosmo queen has both a higher attack and defense, but that trance is a level lower, meaning he's a single tribute.

I interpret that as it's(dark magician) the most powerful because it has direct connections to most of the spells and trap cards with how dark magician works with them on the anime. That and all the other forms it gains or uses for power such as chaos ritual and dark magician girl.
