I think people are kind of making assumptions about the last two that aren't necessarily accurate.

Misty's Tears actually looks like she's wearing her one piece swimsuit, and the Team Rocket's Grimer one doesn't really look like it's looking up a skirt, more so just looking up at a person that is closest to it.

No, the English background of Gengar actually depicted a graveyard but in higher you know brightness so you couldn’t see the gravestones
