You don't receive a portkey that is unassigned and then assign it somewhere and then it takes you there. You seem to be thinking maybe of floo powder? A portkey is pre-assigned to someplace and you touch it and you're transported to that pre-assigned place; you don't choose where it goes. It is just an ordinary object before it is a portkey. They are typically used by the people who didn't assign the location.

Portkeys don't need pronounciation so if the caster gave the right portkey it won't matter what you say before touching it, also if a person is exceptionally talented like Dumbledore then portkeys can be created in and out of Hogwarts

Floo powder requires a fireplace. But you can choose where you want to go. Watch your pronunciation. Portkeys are engineered by the Ministry to go to a specific place.

Portkeys work at Hogwarts. Dumbledore created one in the Order of the Phoenix to send Harry and the Weasleys to Grimmauld place when Arthur was attacked.

Actually port keys do work Dumbledore used one to send Harry back to his office after Fudge saw Voldemort in the ministry of magic
