Regal is one of the greatest to ever do it. He carried Goldberg to one of his best matches ever, and it even elevated Regal because it looked like he could stand with the monster. WCWs biggest failure here is that they didn't push Regal to the moon in a main event spot after this. But then all the top dogs would have to start working again.

William Regal is as a legit a worker as there is in wrestling. His entire gimmick at the time was being a better wrestler than everyone else, and he went out there and put on wrestling clinics every night. We will never know what the match was supposed to be, but the fact that we're still talking about it 20+ years later, tells me that the match that actually happened was exactly what it should've been.
