For all season/winter road bike it might be an idea to get a cx bike that can fit a compact chainring setup and just put mudgaurds and 30mm tyres on it

853 steel is air hardened sounds like it would be like a tool steel, super strong but hard to work with. To form that steel into a seamless tube would be very difficult.

To be honest if your actually looking for a fast bike that you can cycle all day up and down hills that's light and cheap you cant go wrong with the Canyon Endurace. It seemed to fit everything he said about this bike but you wont be held back by it on the climbs.

There is always something breaking for bike-radar, unless it is specialized or a canondale product who give them truckloads of money for their dumb products.
