Does ipad 10th gen get ios17 update this 2023?

On other devices, apple used the update to make it unusable, increasing battery consumption and making the device slower to force users to buy the newer model and this happened from what there are reports and news on ipads and iphones and this could be seen in user videos here on YouTube and I had this on my iPhone 7. And there is news about the process that Apple was ordered to reimburse other users, so updating the devices I don't think is a good idea and could be throwing the device in the trash.
