Fair & best option is screening test to be carried out to qualified students and who got atleast 70%(merit students easily get)of 1st neet paper result only those candidates result to be declared on basis of 1st neet result. Malpractice students will be wipe out. For future exam, collect 100 questions from 10 or more genuine coaching centres and shuffle in computer(which are not connected to internet ) and make 2 or more questions set. Than encrypted those set which should be send by mail to exam centre once gate closed for all. Than That set to be de- encrypted by password and printed only on centre. Each set should have unique set no. And code which should be filled in OMR sheet. You have to arrange only good print on each centre. OMR sheet can be printed in advance in printing press. One copy of OMR sheet to be handed over to candidates on completion of exam and original copy to be scanned or taken photo in front of CCTV to send multiple relevant email as soon as possible on completion of exam by each invigilator. Hard copy to be sent to office. This is the way to stop paper leak and tampring to OMR sheet.
