Hi, my name is Shannon Brewer, and I'm in the Dewberry Atlanta office. Today, I'm going to explain what a CTP is. The acronym CTP stands for Cooperating Technical Partner. A CTP is typically a public entity, such as a state, local, or regional agency, that partners with FEMA with the objective of increasing local involvement and the creation of FEMA's flood study projects. There are a menu of available flood study project activities that CTPs can perform on FEMA's behalf, such as public awareness and outreach initiatives and hydrology and hydraulic modelling.

More commonly, CTPs establish flood study programs where they manage all aspects of FEMA flood study projects for all projects that FEMA purchases within their respective geography. They'll remain in this role over the life of FEMA's flood mapping program as long as the project means exist, they successfully delivery projects, and continue to meet performance metric targets. There are many benefits of becoming a CTP, but probably the greatest is their position to customize FEMA's flood mapping program to best meet the unique needs of their communities. FEMA has built a solid framework for processing and delivering flood study projects, but CTPs bring a local perspective and are able to infuse this local knowledge into the prioritization and approach to a flood study project.
