My theory is that while you can see the past and on occasion you can interact with it such as Ezra pulling Ahsoka into the world between worlds you can only pass through a portal into your own present of a location. I.E. Ahsoka could not go with Ezra because she was still from the past. This would also say that if let's say Revan from the old republic age found and entered the world between worlds he couldn't step out into the clone wars, or any other point in time except for the time in his present.
