I know it’s generic but I think the Roman Legionaries deserve to be above the Spartans they basically adapted Spartan Military but actually improved on it. In fact this is probably what made the Roman Military ingenious they never outright refused to adapt another cultures strengths at for example getting to Cartharage they modeled it after the boats the Carthageans made and then improved on it. Same with Spartans took a lot of the culture but added more uniformity and defensive to the training.
