I left a comment a few days ago. This is just an update. e-Sanand is a great service. But I think it is available only for Tamilnadu universities for graduate education certificate (not sure). Try to upload a good quality scanned colour copy of your certificate.After verification they will put seal and stamp on the back side of the same certificate which you have uploaded. So, try to upload good quality pdf.
I received my apostilled certificate yesterday.
