I'm surprised someone asked that, like someone else said HAARP would be a more logical argument than CERN. But how do you know the particles you're accelerating aren't effecting other dimensions which in turn has a drastic effect in our reality? If you're opening up mini blackholes..how do you know you're not closing a blackhole somewhere else? I don't see it possible to create a hurricane from colliding particles but anything is possible.

If CERN effects the weather it would be from the magnetic currents, or something more unknown like vibrations into the Higgs field. Not directly particles.
