Ssj 1 : Goku
Ssj 2 : Goku(like I said goku mastered a form more than vegeta)
Ssj 2 majin vs ssj 3 : Goku
Ssj God : Goku(goku base - ssjg can keep up with awakened broly, while ssjg vegeta don't)
Ssj blue : Goku(Goku mastered ssjb more than vegeta)
Ui vs ssjbe : goku (ssjbe can't even on par with jiren)
MUI vs UE : Goku(Goku could avoid all vegeta physical attack)
