I think the Heroic emblems are obtained in WBL+ and the patch notes are referring to the Legendary and Mythic versions only obtainable in this event

I have no use in X23 as a speed female hero. This would've been the FIRST combat female hero T4 for AB... I'll wait but 99% skipping her. Bummer. Maybe I'll go for Beta Ray Bill idk or a Magic type character for Gorr WBL 85-90 like Doctor Strange or Doctor a little Gloomy
