Sweden first started taxing energy in the 1920s and went on to being in the world's second country to tax carbon emission in 1991, after Finland. The tax's aim was to discourage businesses from having high emissions. The higher the emissions - the larger the tax bill. However, the tax has become a victim of its own success as revenues from the tax have lowered significantly, along with the emissions it was designed to prohibit.
