If a firm is able to fully exploit economies of scale over a range of output does this mean the minimum efficient scale differs from the point of productive efficiency ( MES where AC is first minimised and productive efficiency where AC is minimised but at the greatest output level) ?

Mr Dal, on your point about X-efficiency, is point a the price charged to the consumer? Implying that any supernormal profits made within a market cause X-inefficiency? For a monopoly anyway

Wouldn't state run organisations still want to keep costs as low as possible so that they can save money and spend it elsewhere? For example
saving money on education for infrastructure?

Also how can they produce at a point that isn't on the cost curve? doesn't it have to hit something?

Seeing as the MC curve always crosses the ATC curve at its lowest point, does that mean that the point of productive efficiency is where MC=AC?

In your previous videos you mentioned that economies of scale do not exist in the short run, though, while here you have said that productive efficiency means fully exploiting economies of scale
