These elevators serve the upper levels of the Pan Pacific hotel in Marina Square, and used to be the fastest outdoor scenic elevators in the world at the time of installation. (That record has since been taken by the Bailong elevators in Zhangjiajie, the speed of which has been upgraded to 5m/s or 1,000FPM in 2013.) Unfortunately, they could not be ridden during this visit as all of them were out of service, owing to the reduced-capacity operation of the hotel resulting in all guest rooms on levels 23 and above being not in use.

Even if these are accessible again, it's almost impossible now to go up to the top floor as Hai Tien Lo has moved to one of the lower floors and the top floor is now an executive club (?) which is a pity.
