Loudly disagreeing with an electoral outcome is not an insurrection. Recommending people protest an electoral outcome is not insurrection.

Rioting outside the Capitol building may or may not constitute insurrection.

Trespassing inside the Capitol is not insurrection.

It is important above all else that everyone be afforded due process of law.
