Permittivity depends on the medium that an electric field is produced in. Permeability depends on the material or medium being placed in a magnetic field. They are not constant as they change depending on the medium. Permittivity is lowest in a vacuum and permeability is highest in a mediums such as ferromagnetic materials. Bro there is no electric field generated by current carrying conductor due to charge flowing in it because no matter how much current is passing the conductor always remains electrically neutral but a magnetic field is definitely produced and felt too.
