Nothing exists in a vacuum. It's very possible that a completely original and nonhuman character was inspired or influenced by the bias of the artist.

It’s crazy how people will twist things and add their own story and then go tell the creator of said thing what HE was thinking when he made his character and that he’s wrong for it

Jar jar speaks in eubonics, has gigantic lips, tall lean and clumsy (the stereotype for black people during minstrel shows) and his ears fell down his shoulders just like dread locks. I could all be a subconsious thing with george lucas but who knows. It doesn't have racist intent thats for sure.
